While I have been noticing this also, we should not be asking “if” this happens, but “why” Berta posted:
We deal with a lot of incompetency at VA but some of it , as my C file reveals, is deliberate.
So, why is VA deliberately being incompetent which always results in delays to the Veteran?
In 2002, I filed for benefits to include information on my dependents.
In 2006, after not receiving dependents benefits, sure enough VA “did not have” information on my dependents, so I sent it again.
In 2007, VA alleged they did not get it, it must have gotten lost in the mail.
In 2013, The Court of Veterans claims ordered the VA to pay dependent benefits. So, the information was sent AGAIN.
In 2017, the VA acknowledged receipt of my 21-674 since AFTER 2015, a formal claim must be filed and an informal claim form is no longer valid.
In 2020, 7 years after the CAVC order, the VA alleges they will pay it when the 21-674 is received.
Allison Hickey, a few years ago, explained that dependent benefits “should be completed in a few days”, not months or years. There is no “decision” involved, if you have dependents and are at least 30 percent disabled, you automatically qualify. Dependent children are easily verified by IRS records, AND VA shares records with IRS to catch Veterans who lie about “being unemployed” and still collecting pension, or other benefits, (as they should).
Eighteen years, and 5 times of sending VA my dependents forms, plus an order from the CAVC, and the VA is STILL refusing to pay my dependent on at least one son. VA “absolutely knows” about my dependents because they are listed on ebenefits, because my son qualified for and received DEA, and because all 5 of these times I submitted dependent information are in the RBA.
Im preparing a writ of mandamus to compel the VA to implement a 2013 CAVC order including a stipulated agreement.
Like Berta, Im convinced this incompetence, spanning 18 years, and multiple VASEC’s, with many employees retiring, is “by design”.
So, why would VA delay dependents benefits for 18 years even with a CAVC order? There is only one reason which makes sense:
There is widespread corruption in VA, and money due to Veterans if being funnelled instead to corruption.
